He just always gets involved in other people's problems, thats all. Yet the shogun is always giving him the blame. Why? Its simple. And this chapter more or less confirmed it. You see, oden kozuki gets caught into other people's problems, but also somehow manages to solve them, giving him the spotlight of the incident, and therefore the blame of the incident at the same time. When people want to speak the truth about the incident, oden prevents that. Just like what happened with kinemon here. Oden is like: ''its fine dont worry about''. So ultimately people will always have that feeling that he started all those incidents and troubles while in reality, its the people around him who did. So he gets hated for actually covering up for all the incidents other people were doing. And then he also gets worshipped because he covers up for all the people who started the incidents at the same time. This is actually really nice writing oda did here in this chapter. Because there is no way in hell all the incidents the shogun mentioned, were all odens doing. It was the other people's doing, but oden always took the full blame and responsibility of those incidents, making him actually a really holy grail character in the story of wano. He simply does not care about his status or anything, he just laughs it all off. He is just simply satisfied with helping the people around him. The incident in which we saw in this chapter and how it unfolded and finished gave me the reason to say all this. Kinemon started the incident oden finished the incident people were suspecting oden for starting the incident kinemon wanted to lay the truth of the incident oden didn't want that so people will always suspect him for being the starter of the incident, kinemon worships oden. Hope I explained my thoughts on this well enough. This is actually a really subtle hint oda gave in the chapter and wonder how many people caught on on it.

Jigen

Jigen is the leader of Kara. During Kawaki's childhood, Jigen bought the boy from his father with a large sum of money. Following taking custody of him, Jigen introduced himself as Kawaki's new father, while telling him he could make himself at ease now. He would later attempt to transfer Kāma to Kawaki and fourteen other boys, with Kawaki being the only known success and thirteen dying outright.


Jigen appears to be formal and courteous, addressing the fellow members of his organisation politely before beginning their meeting. He also seems to command respect within the group. He is very composed and systematic in his approach to matters at hand. Even when dealing with momentary failure, he remains determined as ever, convinced that all will fall into place as he designed it. He is also shown a very amoral and remorseless side, caring not in the slightest at how many innocent lives he must sacrifice to obtain his goals. At the same time, he has shown an irritable side. When tasks fail to reach his expectations, he can lash out, as he kicked a broken tank after another setback to his plans.


Jigen has dark long hair tied in a ponyhawk style, a broad nose and large black pupils. He bears a diamond-shaped marking of Kāma on his chin and piercings. Below his left eye, he has a Roman numeral "Ⅳ" tattooed. He wears a black hooded cloak, along with light-coloured capri pants and sandals. Little is known on Jigen's capabilities, but according to Kawaki, Jigen's power is comparable to that of Naruto Uzumaki's, who is reputed as the strongest ninja in history. Jigen apparently excels in genjutsu, as he was able to use it as a means to communicate with many over a large distance at once. Jigen is also apparently capable of manifesting items as he sees fit, as he was able to produce intact copies of destroyed objects and chemical reactions, such as a table, food and drink, and even lit candles. Jigen possesses a Kāma mark on his chin, which he can activate at will, causing it to spread across his entire body. The nature of its power is unknown, however, he has been shown to have the ability to pass Kāma on to other individuals through the aid of science, albeit with a low success rate, more often resulting in death.
